Challenges and Opportunities Associated with Implementing PPPs for Poverty Alleviation in Nigeria

This study investigates the challenges and opportunities of using PPPs for poverty reduction by analysing responses from 239 valid questionnaires filled out by government officials, private sector representatives, civil society groups, and community members, along with qualitative interviews and document reviews. The research employed a mixed-methods approach, utilising both descriptive and inferential statistics for quantitative data and thematic coding for the qualitative data. The results show that significant challenges include fragmented institutions, financial risks, lack of transparency, limited skills among workers, and unstable economic conditions. On the other hand, opportunities identified include increased investment in infrastructure, job creation, involvement of small and medium-sized enterprises (SMEs), and better delivery of services. However, only 41% of respondents felt that current PPPs effectively support low-income groups, indicating a shortfall in designing programs sensitive to poverty.  The study concludes that while PPPs can play an essential role in reducing poverty, their success depends on reforms in institutions, greater transparency, skill development, economic stability, and intentional inclusion of pro-poor strategies in PPP agreements. This research adds to the existing literature on PPPs in developing settings by providing empirical data, theoretical perspectives, and practical advice for policymakers and stakeholders.
